【Ukraine】Ukraine Officially Postpones UA-REACH and UA-CLP Compliance Deadlines

Ukraine has officially extended compliance deadlines for its UA-REACH and UA-CLP regulations, giving chemical importers and manufacturers more time to align with EU standards amid wartime disruptions. The move, approved by the Cabinet on December 5, 2025, provides a critical window for businesses to prepare data, testing, and dossiers without immediate penalty.

Key deadline changes

Under the updated UA-CLP regulation, chemical products already on the market before the regulation takes effect may continue to be supplied for an additional year. New compliance deadlines are November 15, 2027 for chemical substances and May 1, 2028 for mixtures.

For UA-REACH, pre-registration of existing substances must be completed by January 26, 2027. Registration deadlines vary by volume: substances over 1,000 tonnes per year by October 1, 2029; 100–1,000 tonnes by June 1, 2031; and 1–100 tonnes by March 1, 2033.

What buyers should watch

Importers and distributors of chemicals into Ukraine should note that deadlines for carcinogenic, mutagenic, or reprotoxic (CMR) substances have not yet been specified in the official document. Further clarification is expected, and companies should monitor updates closely.

Although deadlines have been extended, compliance work such as data collection, test planning, and dossier preparation remains time-consuming. Early preparation is advised to avoid last-minute bottlenecks.

Compliance and logistics signals

The extension reflects Ukraine’s recognition of practical challenges faced by industry during wartime. UA-REACH and UA-CLP are core regulations aligning Ukraine with EU chemical safety standards, and the postponement does not reduce long-term compliance requirements.
