Editor's note

Overseas chemical buyers should note Ueno LogiChem’s new hazardous materials warehouse in central Japan, which will internalize parcel logistics currently outsourced. The bonded storage designation and repackaging capabilities signal improved supply-chain efficiency for imports via Nagoya or Yokkaichi ports, though completion is not until 2028.

Ueno LogiChem, a Japanese chemical logistics provider, has started construction of a hazardous materials warehouse complex in Kisosaki, Mie Prefecture, to strengthen its one-stop service capabilities in the Chubu region. The move targets overseas chemical buyers and distributors seeking integrated bulk and parcel logistics for hazardous goods, with completion expected by January 2028.

Project overview

Ueno LogiChem (headquartered in Yokohama, President and COO Taizo Komatsu) broke ground in May 2026 on four hazardous materials warehouses (total 4,000 sqm) and an outdoor storage yard (approx. 5,000 sqm) in the Kisosaki Shinrin Industrial Park, located between Nagoya Port and Yokkaichi Port. The site covers about 25,000 sqm. The warehouses will comply with Fire Service Law Class 4, divisions 2, 3, and 4, and will be partly designated as a bonded storage area. Primary cargoes include lubricating oils.

One-stop service expansion

The company aims to achieve sales of ¥15 billion or more by fiscal 2030 by maximizing synergies within the Ueno Group. Since opening its first hazardous materials warehouse in Yokohama in December 2019, Ueno LogiChem has focused on strengthening parcel logistics alongside its traditional bulk logistics (tankers and tank trucks). The new Chubu facility will enable the same one-stop service model already established in the Keihin area, covering tanker, truck, ISO tank container, warehouse, and tank terminal functions.

Multi-workstation and repackaging capabilities

The site will include a multi-workstation (general hazardous materials handling facility) to offer repackaging services from ISO tank containers to tank trucks and from drums to tank trucks. This adds flexibility for importers and distributors requiring customized packaging or mode switching for hazardous chemical shipments.

What buyers should watch

Currently, Ueno LogiChem can only offer one-stop service for tanker transport in the Chubu area, relying on external warehouses for parcel logistics. The new facility will allow the company to internalize these services, potentially improving supply chain reliability and cost efficiency for overseas buyers importing chemicals via Nagoya or Yokkaichi ports. The bonded storage designation also simplifies customs procedures for international cargo.

Compliance and logistics signals

The project received a subsidy from Japan's Ministry of Economy, Trade and Industry for large-scale growth investment aimed at wage increases for mid-sized and small enterprises. Ueno LogiChem plans to use the improved profit structure to enhance employee compensation. Separately, the company is exploring new depot contracts to secure ISO tank container cleaning capacity, as its joint venture with Bertschi Global AG (Ueno Bertschi Logistics Solutions) expects higher volumes in fiscal 2025. The coastal chemical tanker fleet, already industry-leading at 18 vessels, will add one replacement vessel in January 2027 and another in the following fiscal year.
